Solution 2- Switch Users to an Administrator Account

Step 2- Start Internet Explorer and go to Internet Options in the Tools section of the menu.
Step 3- Choose the First tab and scroll down to locate the Security sector under the Settings sub-window.
Step 4- In this section, you will get all the security certificates including TLS 1.0, TLS 1.1 and TLS 1.2.
Step 5 Ensure that TLS 1.0 is checked, while both TLS 1.1 and TLS 1.2 are unregistered. Once confirmed, choose OK so that this window closes.
Step 6- Turn off IE and restart your computer, after which you can open your QB application and try to download the update once again.
Solution 4- Reboot your OS selective mode
